Vancouver elects its whole council at once, city-wide, so every voter gets the same ballot: approve up to ten of the forty-two candidates. Mark it once below and see how the same marks are counted two different ways.

What to notice
At-Large Block Voting

ABC drew the largest share of approvals of any party, 24%, and won one seat in ten. Its nine candidates split that support between them, while the four COPE ran shared a smaller pile and finished higher. Under this system running a full slate can cost a party seats.

Proportional Approval Voting

The same ballots, counted so that a party's support is not thinned by the number of candidates it runs. ABC goes from one seat to three, closer to its 24% of approvals, and the Liberals take their first. COPE and the Greens, who gained most from the split, come back to two seats each.
